China designates space sector an “emerging pillar industry,” sets deep space ambitions in new economic blueprint

China's annual government Work Report has elevated aerospace to the status of an "emerging pillar industry" in the draft national economic plan now circulating around the National People's Congress. That is more than a semantic change. In Chinese industrial policy language, pillar-industry status suggests stronger state backing, financing, and program support, placing space alongside sectors Beijing sees as foundational to long-term economic growth.

China is signaling that space is no longer just a flagship state program - it is being positioned as a broader industrial growth engine for the 2026-2030 period.

Formal approval of the plan still lies ahead, but the direction is already clear. China appears to be pushing beyond a model built around a few flagship state missions and toward a much larger ecosystem spanning launch, satellites, deep-space exploration, and downstream applications - with policy support designed to help that ecosystem scale.
